Sounds like you aren't using enough inside leg and pushing him to an open inside rein.
I am also encountering this issue with a new horse of mine whose neck is stiff to the left... I've been doing tons of carrot stretches to the left (mainly because we can't ride due to all this rain!) and she has improved alot.
