I have a 15hh high ASH x QH and he is notorious for 1.3m jumping fences. Real ones. Made with wire. That said, it would be nice if he was actually rideable. *sigh* maybe one day.

Size of a jumper is not only about personal preference, but about the temperament of both the rider and the horse, and about the horse's spirit. You're restricting height of the horse to the height of the jumps that YOU jump. Of course people would prefer a 16.2h horse if they want to jump the highest level. But many people do not jump the highest level, and this about what size is comfortable for the rider and why they have chosen this size. For example, my horse is 15.2h. I chose her because she is both maneuverable and scopy, she has a beautiful temperament, and she can go all day jumping only 2'5". It's about what you chose your size for.
