I no expert, but it kind of looks like he might be getting proud flesh. My horse had a cut like that last year above her cornet bad.
Clean the wound with water 2 times a day. Once you get the wound soft with water, that black stuff will come off with a stiff brush. Just go down to the pink healthy tissue.
Then put wonder dust or granulex on it (one or the other not both). The wonder dust (old cowboy thing has sulfur in it) will stop any bleeding & keep the flies off it. The granulex keeps the tissue soft & helps it heal faster with less scarring. (granulex advertises that it is for treating proud flesh).
You can find both of these things a the tack shops where I live.
