This is completely normal. The udder goes up and down daily on some mares.
And the waxy crusty stuff is just gunk. Gelding get a buildup on their parts...so do mares.
It's nothing to worry about and not worth a vet trip. Although nice to see a caring owner that is willing to get a vet out for whatever may pop up.
