Yes I have recently acquired a Thoroughbred and he has very high withers, I was told I could double pad him to bring saddle up using a very thick pad then a lesser thick pad would this work or should I get a raised saddle pad and do they work good. I am also having trouble reading his tattoo any suggestions on this.

get a saddle that fits him.

I agree, get a saddle that fits without extra padding. Look for one with a partially cut back pommel, to give his withers' clearance. The saddle should fit the horse's back, not the withers.
