Yep! That's called the periople, and it's similar to the cuticle on a human fingernail. It can look more prominent at times depending how much moisture there is in the air, or in the grass, etc. Totally normal and healthy.
I had a heart attack Saturday. We got 4 inches of rain Friday from morning through the night, and Saturday when I went out to feed Supes - Who we've had for four? Five years? I noticed this on his hooves and about had a stroke. I'd never noticed that before. Had all kinds of fears go through my mind - he's 25ish, and what if his feet are going bad? He's old... He's... *starts googling*... Oh. Haha. Nevermind. That's the periople.
