Pattern help?

So when I ride patterns, my horses head is up like the whole time.
While it's not perfectly consistent on the rail, it's a lot better than it is when during a pattern. Obviously that's not very attractive or correct so if anyone has any suggestions on how I could fix that, it would be appreciated. Also, I'm not open at all to using things like draw reins or training forks or that type of thing. Thanks!!
FYI I ride hunt seat pleasure mainly/ all around.
