I hate to be the bearer of bad news but, if she's truly 3 years old and only 13.2 hh, I sure wouldn't be betting any of my money on her making 15 hh. Have you done a string test on her?

I'm with @Dreamcatcher Arabians ... I think average height for a cob is 14 hands anyway...

Yeah, Most likely she will top out at 14H

3 years old then maybe another couple of inches. Not 6.

Maybe a silly question, but I'm not understanding... Why did you buy a small cob filly if you desperately need at least 15hh for some reason?
