I ride a horse whose old rider used to pull on the bit alot so she is almost numb to the bit. Everytime we come to a jump she will become very very fast and take off early no matter how much I half halt or try to slow her down. Others have seen her or ridden her and said this is the worst they have a seen a horse rush. I have so tried turning just before the jump so she doesn't expect it every time but even that hasn't worked. Any suggestions?

I would get her listening to and respecting the bit on the flat first before ever trying to jump. Work on getting her soft and responsive to the bit so that you can control her speed and her stride and then re-introduce jumps. Any problem you have on the flat will be worse when jumps are thrown in the mix. When you do reintroduce jumps make sure to start small and work into it slowly.
